Jaded Welfare System?

I lived in the ghetto, so I know more about the welfare of the average person. People get money without having to try to get a job. If you want to take a class (such as learning to become a nurse), which is all paid. We give alms without the need to work. This is not helpful. They remain in their situation, which is to be poor and live on welfare. I support welfare to help someone out of a difficult phase, but I think we should help them get a job, ensuring that part of their income to savings and income until you have enough money to be independent, and then let they do it themselves.
